The Winter Fuel Payment is an annual tax-free payment of £200 or £300 for eligible UK pensioners, designed to help with winter heating costs. Following the Labour government's 2024 changes, the payment is now means-tested — restricted to people of State Pension age who also receive Pension Credit or certain other qualifying benefits.

For winter 2025/26, around 1.5 million pensioners qualify (down from roughly 10 million under the previous universal scheme). If you qualify, the payment is made automatically in November or December — you don't usually need to apply.

If you might be eligible for Pension Credit but haven't claimed it — claim now

The new Winter Fuel Payment rules are tightly linked to Pension Credit. About 1 million pensioners eligible for Pension Credit don't claim it. Claiming Pension Credit unlocks the Winter Fuel Payment plus the Warm Home Discount, Cold Weather Payment, free TV licence (over 75s), and Council Tax Reduction — typically worth £4,300+ per year.

Check eligibility at gov.uk/pension-credit or call the Pension Credit helpline on 0800 99 1234.

How much is the Winter Fuel Payment?

The amount depends on your age and household circumstances during the qualifying week (typically the week starting the third Monday in September):

Winter Fuel Payment amounts 2025/26
Date of birth Living arrangement Payment amount
Born between 23 Sept 1944 and 22 Sept 1959 Living alone or only adult in household £200
Born between 23 Sept 1944 and 22 Sept 1959 Living with another eligible person £100 each
Born before 23 Sept 1944 (aged 80+) Living alone or only adult in household £300
Born before 23 Sept 1944 (aged 80+) Living with another eligible person £150 each

If two eligible people live in the same household, the payment is split between them rather than doubled. Higher amounts apply if you're aged 80 or over by the end of the qualifying week.

Winter Fuel Payment in Scotland

Scotland operates a separate equivalent scheme called the Pension Age Winter Heating Payment, administered by Social Security Scotland rather than the DWP. From winter 2024/25, this replaced the Winter Fuel Payment for Scottish residents.

The eligibility criteria and amounts mirror the rest of the UK:

  • £200 if you're between State Pension age and 80
  • £300 if you're 80 or over
  • Same qualifying benefits (Pension Credit, Universal Credit etc.)
  • Paid automatically in November or December

Applications and queries go through mygov.scot rather than gov.uk. If you've recently moved to or from Scotland, you may need to check which payment you should receive — the relevant scheme is determined by where you lived during the qualifying week.

Northern Ireland

Northern Ireland operates the Winter Fuel Payment under its own legislation but follows broadly the same means-tested rules as Great Britain. Eligibility and amounts are the same; the administering body is the Department for Communities rather than the DWP.

Winter Fuel Payment and DWP

The Winter Fuel Payment is administered by the Department for Work and Pensions (DWP) in England, Wales, and Northern Ireland. The DWP identifies eligible recipients automatically by cross-referencing State Pension records with benefit records, then posts an eligibility letter and issues the payment.

You'll see "DWP WFP" or similar on your bank statement when the payment arrives. If you have questions or your circumstances have changed (moving abroad, going into a care home, etc.), contact the Winter Fuel Payment Centre on 0800 731 0160.

What changed in 2024

Until winter 2023/24, every household with someone of State Pension age received the Winter Fuel Payment automatically — universal eligibility regardless of income. The Labour government restricted eligibility from winter 2024/25 to those receiving Pension Credit and certain other qualifying benefits.

The change reduced the number of eligible recipients from roughly 10 million to around 1.5 million. The policy remained controversial through 2025 and 2026 with ongoing debate about whether to broaden eligibility again. As of May 2026, the means-tested rules remain in force for the 2025/26 winter and are expected to continue for 2026/27 unless changed.

If you don't qualify, what else is available?

  • Warm Home Discount — £150 off your winter electricity bill. England and Wales include a data-matched route that doesn't require Pension Credit, based on low income and high energy costs.
  • Cold Weather Payment — £25 per 7-day cold spell during winter for eligible benefit recipients (separate from Winter Fuel Payment)
  • Household Support Fund — local authority hardship grants, varies by council. Contact your local council directly.
  • Pension Credit itself if you haven't claimed it — worth on average £4,300/year and unlocks WFP, WHD, and others
  • Attendance Allowance — £73.90 or £110.40 per week (2025/26 rates) for State Pension age people who need help with personal care due to physical or mental disability

Common questions

What month do I get my Winter Fuel Payment?

Most Winter Fuel Payments are issued automatically in November or December each year. If you qualify, the money is paid into the same bank account that receives your State Pension or other benefits. If you haven't received it by 28 February, contact the Winter Fuel Payment Centre on 0800 731 0160.

How much is the Winter Fuel Payment in 2025/26?

The amount depends on your age and household circumstances. If you're under 80, you get £200 if living alone (or are the only eligible person in the household) or £100 each if living with another eligible person. If you're 80 or over, you get £300 living alone, or £150 each in a shared household.

Who qualifies for the Winter Fuel Payment?

To qualify, you must (1) be of State Pension age by the end of the qualifying week (typically the week starting the third Monday in September), (2) live in the UK during the qualifying week, and (3) receive a qualifying means-tested benefit — most commonly Pension Credit Guarantee Credit. Other qualifying benefits include Universal Credit, Income Support, income-based JSA, income-related ESA, and certain Tax Credits.

Do I need to apply for the Winter Fuel Payment?

Most people don't need to apply — the DWP identifies eligible recipients automatically and pays the money into your usual bank account. You only need to make a claim if you were eligible but didn't get a payment in a previous year, or if you fall into specific edge cases (such as living abroad in certain circumstances). The claim deadline is typically 31 March following the qualifying winter.

Is the Winter Fuel Payment different in Scotland?

From winter 2024/25, Scotland operates its own equivalent scheme called the Pension Age Winter Heating Payment, administered by Social Security Scotland rather than the DWP. The eligibility criteria and amounts mirror the rest of the UK's Winter Fuel Payment, but applications and queries go through mygov.scot rather than gov.uk.

Can I get the Winter Fuel Payment if I don't claim Pension Credit?

Possibly — Pension Credit is the simplest route, but other qualifying benefits (Universal Credit, Income Support, income-based JSA, income-related ESA, and certain Tax Credits within income thresholds) can also trigger eligibility. However, around 1 million pensioners eligible for Pension Credit don't claim it. If that might be you, claiming Pension Credit unlocks the Winter Fuel Payment, Warm Home Discount, free TV licence (over 75s), and Cold Weather Payment — typically worth £4,300+ per year.

What if I should have got a Winter Fuel Payment but didn't?

Contact the Winter Fuel Payment Centre on 0800 731 0160 (Monday to Friday, 8 am to 6 pm) before 28 February following the winter in question. Have your National Insurance number and bank details ready. If you were eligible but missed out, the DWP can usually issue a backdated payment.
